Duare Sarkar Campaign (From 01/04/23-10/04/23)

Service delivery through Duare Sarkar Camp:

  • Registration and on spot online application for WBSCC.
  • Answering queries/disseminating information on WBSCC scheme
  • Registering grievances.
  • Display of IEC materials.
  • Distribution of Hand outs, Data Capturing Format with FAQ and list of documents to be required for application.

Benefits of WBSCC scheme

  • Education Loan up to Rs. 10 lakh at a nominal 4% simple annual interest rate
  • The loan will cover the Course fee, hostel fee and other expenses
  • 15(fifteen)years repayment period

Who are eligible:

  • Students who are residents of West Bengal for at least 10 years and are enrolled in Class X/ Higher Secondary/ Undergraduate/ Postgraduate/ Professional/ Doctoral & Post-Doctoral as well as Diploma courses in any recognized National or International School/ Madrasah/ College/ University/ Higher Educational Institution shall be eligible for this loan.
  •  The Education Loan shall also be extended to students studying in various competitive Coaching Centres to appear in IAS, IPS, WBCS or other competitive examinations.
  • Maximum age limit for application is 40 (forty) years.

Documents/ information to be needed at the time of application

  1. Colour photograph of the applicant.
  2. Colour photograph of the co-applicant / co-borrower (parent/ legal guardian).
  3. Mobile number and e-mail ID of applicant
  4. Signature of the applicant.
  5. Signature of the Co-borrower / Co-applicant (parent/ legal guardian).
  6. AADHAR Card of the applicant.
  7. PAN Card of the applicant ( or undertaking in prescribed format if no PAN Card)
  8. Address Proof and Mobile Number of the Co-Borrower.
  9. PAN Card of Guardian/Co-Borrower (or undertaking in prescribed format if no PAN Card)
  10. Admission Receipt
  11. Prospectus/Certificate (from the competent authority of the institution) wherein charges such as Admission Fee, Examination Fee, Hostel Charges, etc are mentioned.
  12. Age Proof of applicant (PAN/ Aadhar/ Class 10 Board Exam Admit Card/ Driving License)
  13. Last Qualifying Exam Certificate/ Marksheet of applicant.
  14. Bank details of applicant and co-borrower: first page of bank passbook containing bank name and branch, account number, IFSC, etc.
  15. ITR of last 2 years of the co-borrower (Non-mandatory)
  16. Assets and liabilities of co-borrower (Non-mandatory)

Procedure of getting benefit:

  • Student reports to the scheme counter for registering grievances/online application/ with any query regarding scheme.
  • Register themselves in Duare Sarkar Portal.
  • Students will receive the Form from the counter with Duare Sarkar registration number.
  • They will fill up the Form and submit it along with all documents to the counter.
  • Online registration and submission of Form and uploading of documents in WBSCC Portal.

Manning of Camps during Duare Sarkar Campaign

Each camp will be manned by

  1. 3(three) Siksha Bandhus/ other officials(from SI office)
  2. 2 (two) Data Entry Operator (having good IT knowledge)
  3. 1(one) menial staff(to be arranged by BDO/SI)

Minimum infrastructure requirement at Duare Sarkar Camps

  • 2(Two) tables and 5 (five) chairs for use by persons manning the camp
  • 2 (two) Desktop PCs, 2 printers & 2 scanners.
  • High speed internet connectivity
  • Shed in front of stall for covering the stalls and for convenience of visitors to protect them from monsoon rain/harsh sun.
  • Required office stationeries

Role of the persons manning the Camp

  • Setting up of desk with all the infrastructural facilities
  • Display of IEC materials at camps

1. Camp Official (CO)-1 or the Camp Coordinating Official (At Table-I)

     Setting up of camp with all required logistics, display of IEC materials, dissemination of information, to submit daily report to Block Supervisor in Report Format-I

2. Camp Official (CO)-2 (At Table-I)

Help the student for Duare Sarkar registration. To assist CO-1, to distribute handouts & DCF, to help DEO-1 to lodge online grievance petition if approached by student.

3. Data Entry Operator (DEO)-1 (At Table-1) –

To complete Duare Sarkar registration of the student. To help students in lodging online grievance using his email ID and will hand over a print of grievance mail to student after lodging.

     In case of rush, to do the registration and online application submission.

4. Camp Official -3 (At Table-2)

    Will receive filled-in top sheet & DCF after necessary checking, will help DEO-2 for registration, scanning of documents and online application submission on behalf of intending students.

5. Data Entry Operator-2 (At Table-2)

In case of rush, to do the Duare Sarkar registration of student. Will help intending students for registration, scanning of documents and online application submission. (Visit or and click the STUDENT CREDIT CARD tab or directly visit to apply online under WBSCC scheme).

6. Menial Worker-

     Will assist CO-1 in setting up of camps, extend help at table work, maintain queue and Covid protocol etc.

  • One SI of Schools having jurisdiction to be deployed for overall supervision of camp functioning. SI of Schools will supervise the functioning at the camps.
