SOP for Registration of Fishermen
Introduction:
With a view to capturing a reliable database of fishermen and persons engaged in activities
related to fisheries sector, a novel scheme of Registration of all fishermen was started from
01.11.2022 by Fisheries Department, GoWB. It has been decided that the registration will
initially be done in offline mode and that this will be one of the services to be continued in the
next round of Duare Sarkar campaign also, scheduled to commence on the 1
st April, 2023.
Pre-launch IEC activities:
1) Forms for Registration of Fishermen will be printed in adequate number by Block level
officials and shall be handed over to the FEOs/District level officials of Fisheries
Department by 29.3.2023.
2) FEOs/District level officials of Fisheries Department will distribute the forms to all
Fishermen Cooperatives, FFPOs, Fishermen Associations etc. for getting the forms filled
up by as many fishermen/fishers as is possible.
3) At least one GP level meeting with all fishermen/fishers will be organised by FEOs by
29.3.2023 for explaining the concept of this Registration and the procedure for filling up
of the forms. Blank forms will also be distributed to fishermen in these meetings.
4) Wide propaganda of this Registration will be made through miking, distribution of
leaflets and display of banners/festoons. Concerned FEOs (under overall supervision of
concerned ADFs) will be incharge of this IEC campaign.
5) Care will be taken to ensure that the information is percolated to maximum number of
fishermen prior to 01.04.2023.
Activities in Duare Sarkar camps:
1) One dedicated counter will be set up in each Duare Sarkar camp for this Registration. The
counter will be manned by FEOs/officials engaged by Block /District Administration.
2) Filled-in applications for Registration will be received from fishermen/ fishers at these
camps. Officers manning the counter will preliminarily check whether the applications
have been properly filled in or not and will get mistakes corrected by the applicants.
3) Blank application forms will also be distributed from these counters to fishermen willing
to be registered. Officers manning the counter will also render hand holding support to
the fishermen in filling up the forms, if any of them turn up with blank application forms.
4) Acknowledgement slips will be issued against receipt of all applications and the
applicants will also be asked to appear in person on the next day along with originals of
the documents for verification.
5) Data entry of all the application forms received in the camps on each day will be made on
the same day by data entry operators, to be specially engaged for this purpose by Block
/District administration. This data will then be uploaded in the portal
‘www.wbfisheries.in’.
Verification Stage:
1) Verification will be done at Block level and FEO of respective Block will be incharge of
the verification process. Bank account details, Aadhar card number, RoR/Parcha/Lease
Deed, SC/ST/OBC certificate and certificates issued by Pradhan for being engaged in
piscicultural activities are to be meticulously verified and it is to be ensured that all
entries in the Registration Form have been made properly.
2) No field enquiry is required to be made during this verification stage.
3) Verification of all applications received on any camp-day should be completed by the
next day. After verification, the uploaded data will be modified by the FEO on the same
day, in case there be any discrepancy between the originally submitted Registration Form
and the verified particulars.
4) The final database in respect of all applications received on any camp date (D day)
should be approved and checked for printing by concerned ADF by D+2 day. All verified
applications will be available on the website of Fisheries Department.
5) WTL, on behalf of Fisheries Department, will arrange to transfer the printable data base
to Saraswati Press for printing of cards within one day of the data being finally approved
and checked for printing by concerned ADF.
6) Saraswati Press will ensure printing of cards for all date received on any particular day
(say D) by D+2 day.
7) Printed ‘Fishermen Registration Cards’ will be transported to the concerned Block by the
next date of receipt of the same from SP.
8) In case delivery of PVC FRC from Saraswati Press is delayed, Fishermen Registration
Cards will be printed at Block level on a plain paper and will be handed over to the
applicants within 20.3.2023 positively. However, in addition to this paper printed FRC,
PVC FRC may also be handed over to the applicant once it is received from Saraswati
Press.
9) FEO will ensure distribution of the cards along with Suvechha Barta and a booklet
containing benefits of this registration to the applicants in such a manner that all cards
are distributed latest by 20.4.2023.
Reporting:
1) Concerned ADFs will compile data related to number of applications received, number of
verified applications, number of applications approved (including number checked for
printing) and number of applications rejected on a daily basis. Data related to any date
should invariably be compiled latest by 11.00 a.m. of the following day.
2) A team of officials at the State level will compile this data on each day and the Nodal
Officer, Fishermen’s Registration will ensure uploading of the compiled data in the portal
of Duare Sarkar by 12.00 noon of each day.
